After 500 hours no voltage at 85°C the capacitor shall meet the following limits
Capacitance change ±20% of initial value
Dissipation factor: 200% of initial specified value
Leakage current: 200% of initial specified value

These parts came to us as part of a lot of surplus stock from a large Milspec type Co. and have been kept in storage for some time, we have therefore classified them as ‘new other’.
