This is a PCB mounting through hole connector, designed to be soldered to a PCB and then through the IDC process have ribbon cable attached.
40 Way DIL IDC type (Insulation Displacement Contact)
An insulation-displacement contact (IDC), is an electrical connector designed to be connected to the conductor(s) of an insulated cable by a connection process which forces a selectively sharpened blade or blades through the insulation, bypassing the need to strip the conductors of insulation before connecting. When properly made, the connector blade cold-welds to the conductor, making a theoretically reliable gas-tight connection.
Application:
The top clip of the connector is removed, suitable ribbon cable (40 way in this case) is inserted and laid over the V shaped contacts, the top clip is then replaced over the ribbon and pressure applied to snap the clip down into place, thereby piercing the ribbon and making the connections. Special tooling is usually used.
