How to Decode “223”
RCA used the standard short form of the Electronics Industries Alliance (EIA) date code system on many of their mid-century and vintage integrated circuits: 
  • First Digit (2): Represents the last digit of the manufacturing year.
  • Second & Third Digits (23): Represents the exact work week of that year (ranging from 01 to 52). The 23rd week corresponds to early June.
Because single-digit year codes repeat every ten years, you can narrow down the decade by looking at the technology and the printing on the package:
1972: CERDIP (Ceramic Dual In-line Package) technology was heavily utilized by RCA during this time for high-reliability, military-grade, or early CMOS (CD4000 series) and linear ICs. If the font looks slightly more angular, or if it is a very early logic chip, it is likely from 1972.
